On what terms wood stoves and boilers can be installed, country by country
The national framework of each country, the local units where they have been read and, in Italy, every municipality. Every figure carries the source it comes from and the date it was verified; where a figure is missing, the page says so and names who to ask.
Try Emilia-Romagna region · Ferrara province · Bologna municipality
You can search by name, by official name in another language, and by province. Accents and apostrophes do not matter. bologna bo → the municipality. santagata → Sant'Agata.

How far we reach
Each country split into the level that decides: regions, Länder, départements. The fill says how far down we have read, not what a market is worth.
- How to read the fill
- Rules read The rules of this unit are extracted from the acts, with their paragraph.
- National level only The rules valid across the country are read; this unit's are not.
- Not read yet The page exists, with the incentive; the rules that apply here have not been read yet.
- Not covered yet No page, no data. It is not a judgement on the country: it is a declared gap.
If you already know the name of the place, type it in the search above.
What EMBER covers today
In Italy down to the single municipality; in the other countries down to the level written on the country's card. The municipalities below are Italian; the sources cover every country.
- 7,894Italian municipalities with the incentives answerThe Conto Termico is national: it applies everywhere, and it is on every municipality page.
- 1,831Italian municipalities with rules read from the actsIn 2 regions. For the other 6,063 municipalities the page says the rules have not been read yet, and who to ask.
- 84sources acquired for every country, with the file fingerprintEvery figure carries the source it comes from and the date it was verified.
- 698empty fields on Italian municipality pages that depend on whoever publishes the dataNobody publishes them, or the source does not answer. The other 69,770 are still to be acquired or settled: two different measures, and adding them up means nothing.
These are two different coverages of the same tool. Search a municipality in Emilia-Romagna or in Lombardia and you get the regional rules and the incentives. Search a municipality in one of the other 18 regions and you get incentives yes, rules not yet — and for each entry, the authority to ask.
What changes, and when, in Italy
Rules already written into the acts that take effect later. Not forecasts: texts in force with a future start date.
- 1 January 2030
- Minimum class to use — 207 municipalities PAIR 2030 — Piano Aria Integrato Regionale, Norme tecniche di attuazione, Art. 16, comma 2, lettera b), secondo periodo
This is not the complete list of the sector's deadlines. It is the list of those appearing in the acts we have read — today Emilia-Romagna and Lombardia. Other dates circulate in the sector and are not here: until we read them in the act that sets them, we do not write them.
The Italian market in numbers
The two series do not cover 100% of the stock: the report attributes 9% to 3-star appliances, and for that class it does not give a separate emissions share. The chart shows the two ends, not the whole distribution.

The two Lombardia bars do not add up to the region's 1,501 municipalities: 3 have no band, because the altitude of the town centre is missing or sits exactly on the 300-metre threshold, and their page says so.

The catalogue writes the fuel in several ways — «Pellet», «pellet», «Pellet di legna» — and the grouping is declared in a table, not inferred by similarity. The value shown remains the source's.
