The incentive rises if: the incentive covers 100% of eligible costs for work on buildings owned and used by municipalities of up to 15,000 inhabitants, and on the public buildings of Article 48-ter of Decree-Law 104/2020, within the decree's limits per unit of power and area and its maximum amounts — «In deroga a quanto previsto al comma 1, per gli interventi realizzati su edifici di comuni con popolazione fino a 15.000 abitanti e da essi utilizzati, nonché per gli interventi realizzati sugli edifici pubblici previsti all'art. 48-ter del decreto-legge 14 agosto 2020, n. 104, appartenenti a qualunque categoria catastale, l'incentivo spettante è determinato nella misura del 100% delle spese ammissibili, fatti salvi i limiti per unità di potenza e unità di superficie stabiliti dal presente decreto e ferma restando l'applicazione dei livelli massimi dell'incentivo spettante.»

What the appliance must have
- environmental certification under Ministerial Decree 186/2017, issued by a notified body, with a 5-star quality class or higher, when replacing a system running on biomass, coal, fuel oil or diesel — «Certificazione ambientale ai sensi del d.m. 186/2017, rilasciata da un organismo notificato, con conseguimento della classe di qualità 5 stelle o superiore, in caso di sostituzione di impianto preesistente alimentato a biomassa, a carbone, a olio combustibile o a gasolio.» Allegato 1, punto 3.2
- when replacing an LPG or natural-gas heater, the biomass appliance must keep particulate emissions to no more than 1 mg/Nm3 — «In caso di sostituzione di generatori di calore alimentati a GPL o a gas naturale, il generatore a biomassa deve assicurare emissioni di particolato non superiore a 1 mg/Nm3.» Allegato 1, punto 3.2
- for boilers up to 500 kWt: certification by an accredited body of conformity with UNI EN 303-5, class 5, and a useful thermal efficiency of at least 87% + log(Pn) — «Per le caldaie fino a 500 kWt: certificazione di un organismo accreditato che attesti la conformità alla norma UNI EN 303-5, classe 5, e rendimento termico utile non inferiore a 87% + log(Pn).» Allegato 1, punto 3.2, lettera a)

How cold it gets, in a measure comparable across countries. The dataset is titled for NUTS 2 regions but also holds the NUTS 3 level: 107 Italian units, all populated. It serves to say how much a rule actually weighs — a replacement obligation costs differently where heating runs eight months a year. It is NOT comparable with the degree days of Presidential Decree 412/1993 on Italian municipality pages: those are set by decree on a 20 °C base and never updated, these are computed on an 18 °C base with a 15 °C threshold.

It serves to say how much a rule actually weighs — a replacement obligation costs differently where heating runs eight months a year. It is NOT comparable with the degree days of Presidential Decree 412/1993 on Italian municipality pages: those are set by decree on a 20 °C base and never updated, these are computed on an 18 °C base with a 15 °C threshold.
