What may be installed
The system must have a water storage tank of at least 12 l per litre of fuel chamber and at least 55 l per kW of nominal output.

Paragraph 3 extends the per-kW volumes to biomass pellets; paragraph 4 allows a storage of another type with the same capacity; paragraph 5 excludes automatically fed appliances that meet the regulation's limits at their lowest adjustable output, those that at full load cover base and medium load with another source for peaks, and those that run only at full load; paragraph 6 also applies to rebuilt appliances. Beyond the storage tank, the regulation sets no class or emission limit for installation distinct from those for use: placing local space heaters on the market was subject to Priloga 3 until 31 December 2021 (Article 29), and installation follows standards SIST EN 1443, SIST EN 13384, SIST EN 15287 and SIST EN 13501-1 (Article 18(3)).

Applies to the 2 rules above: Solid-fuel boilers up to 500 kW under Regulation (EU) 2015/1189 are excluded from the regulation's scope by Article 2, and Article 28(3) applied these limits to them until 31 December 2019. Those older than twenty years may stay in use from 1 January 2020 if they meet the dust and CO limits of that regulation (Article 28(4)).

Which documents are needed
For a tiled stove or an open fireplace built to stay in the building, the supplier submits at start-up a declaration of performance under standard SIST EN 16510-1 — that the appliance does not exceed the emission limits and reaches the efficiency in the Priloga 3 table — or obtains a document from a notified laboratory attesting it: «Dobavitelj lončene peči ali odprtega kamina, ki je izdelan za trajno vgraditev v gradbeni objekt» … «ob začetku obratovanja predložiti izjavo o lastnostih v skladu z zahtevami standarda SIST EN 16510-1» … «o nepreseganju mejnih vrednosti emisij snovi v zrak in o doseganju toplotnega izkoristka iz preglednice v Prilogi 3 te uredbe» … «pridobiti dokument priglašenega laboratorija».
Where: the act does not name who receives the declaration.
The obligation falls on the supplier, not on whoever uses the appliance. A tiled stove, under Article 3, is a single-room solid-fuel appliance built by a craftsman on site (3. člen, 14. točka).

The operator of the appliance has the first measurements and emission monitoring carried out under the regulation on inspection, cleaning and measurement of small combustion plants: «izvajanje prvih meritev in obratovalnega monitoringa emisij snovi v zrak v skladu s predpisom, ki ureja preglede, čiščenje in meritve na malih kurilnih napravah».
Where: the bodies named by the regulation on inspecting small combustion plants (Uradni list RS 77/2017 and 98/2024), acquired and not yet read.
Neither first nor periodic measurements are needed for single-room solid-fuel appliances that are the only heating source of the dwelling, for solid-fuel cookers, or for appliances made or installed before 1 January 1950 (21. člen, tretji odstavek).

Applicable exemptions
Exemption for appliances installed before a given date

Applies only to appliances installed by 31 December 2014.
A single-room appliance installed by 31 December 2014 may stay in use if it meets the limits in columns 4 and 5 of Priloga 3 or, for up to twenty years from the year of manufacture, those in columns 2 and 3. This is not a replacement deadline: with the limits of point 1 the appliance stays in use with no age limit. For local space heaters under Regulation (EU) 2015/1185 older than twenty years, from 1 January 2022 the dust and CO limits of that regulation apply (Article 28(2)).

Exemption for appliances manufactured before a given date

A solid-fuel appliance other than a single-room heater, manufactured by 31 December 2011, may stay in use if it meets the limits of Article 11(2) or, for up to twenty years from the year of manufacture, the limits set in the paragraph itself, flue-gas blackening among them. This is not a replacement deadline: with the limits of point 1 the appliance stays in use with no age limit. Boilers up to 500 kW under Regulation (EU) 2015/1189 older than twenty years may stay in use from 1 January 2020 if they meet the dust and CO limits of that regulation (Article 28(4)).

Exemption for appliances manufactured before a given date

A solid-fuel appliance other than a single-room heater, manufactured from 1 January 2012 and placed on the market before the regulation entered into force, may stay in use if it meets the limits of Article 11(2) or, for up to twenty years from the year of manufacture, the dust and CO limits set in the paragraph itself. This is not a replacement deadline: with the limits of point 1 the appliance stays in use with no age limit.

How cold it gets, in a measure comparable across countries. The dataset is titled for NUTS 2 regions but also holds the NUTS 3 level: 107 Italian units, all populated. It serves to say how much a rule actually weighs — a replacement obligation costs differently where heating runs eight months a year. It is NOT comparable with the degree days of Presidential Decree 412/1993 on Italian municipality pages: those are set by decree on a 20 °C base and never updated, these are computed on an 18 °C base with a 15 °C threshold.

- How cold it gets, in a measure comparable across countries. The dataset is titled for NUTS 2 regions but also holds the NUTS 3 level: 107 Italian units, all populated. It serves to say how much a rule actually weighs — a replacement obligation costs differently where heating runs eight months a year. It is NOT comparable with the degree days of Presidential Decree 412/1993 on Italian municipality pages: those are set by decree on a 20 °C base and never updated, these are computed on an 18 °C base with a 15 °C threshold.

- As for gas, and with the same warning about consumption bands: Eurostat publishes five of them, and they differ from one another more than they differ between countries. It serves the comparison with heat pumps, which is the real benchmark for biomass in both the Italian and the German incentives.

- The price of gas for households, by consumption band and by tax treatment. Neither qualifier is incidental: the same series publishes prices net of taxes and all-inclusive prices, and the two figures carry the same name. It serves to say what wood is being chosen against.
