- environmental certification under Ministerial Decree 186/2017, issued by a notified body, with a 5-star quality class or higher, when replacing a system running on biomass, coal, fuel oil or diesel — «Certificazione ambientale ai sensi del d.m. 186/2017, rilasciata da un organismo notificato, con conseguimento della classe di qualità 5 stelle o superiore, in caso di sostituzione di impianto preesistente alimentato a biomassa, a carbone, a olio combustibile o a gasolio.» Allegato 1, punto 3.2

It serves to say how much a rule actually weighs — a replacement obligation costs differently where heating runs eight months a year. It is NOT comparable with the degree days of Presidential Decree 412/1993 on Italian municipality pages: those are set by decree on a 20 °C base and never updated, these are computed on an 18 °C base with a 15 °C threshold.

The polygons of every European municipality, 142 MB for the 27 Member States. From here come the boundary of each of the 7,894 Italian municipalities and the centroid derived from it. The file is already generalised to 1:1 million by the source: it is not the cadastral boundary, and the page does not call it that.

- The decree known as «Conto Termico 3.0», a name the act itself does not use. It governs eligible parties, eligible works, admissibility conditions, amounts and duration. For biomass what counts is Article 8(1)(c), the conditions in Article 10, the amounts in Articles 11 and 27 and the requirements in Annex 1 point 3.2.

- How much energy households use, and for what: space heating, hot water, cooking. It is the denominator missing from almost every claim about biomass heating. Acquired per country, because the breakdown by end use does not exist at regional level.

- How cold it gets, in a measure comparable across countries. The dataset is titled for NUTS 2 regions but also holds the NUTS 3 level: 107 Italian units, all populated. It serves to say how much a rule actually weighs — a replacement obligation costs differently where heating runs eight months a year. It is NOT comparable with the degree days of Presidential Decree 412/1993 on Italian municipality pages: those are set by decree on a 20 °C base and never updated, these are computed on an 18 °C base with a 15 °C threshold.

- As for gas, and with the same warning about consumption bands: Eurostat publishes five of them, and they differ from one another more than they differ between countries. It serves the comparison with heat pumps, which is the real benchmark for biomass in both the Italian and the German incentives.
