Where to look: Article 23 of the technical rules of the PAIR 2030 places no obligation on the citizen: it obliges the Region to ensure, by 31 December 2026, that wood biomass systems are registered in the regional register of thermal systems, including those below 5 kW, open fireplaces excluded. The obligations of the system operator are in Regional Regulation 1/2017 as amended, which Article 22 paragraph 5 of the PAIR required to be updated by 31 December 2025, with particular regard to the maintenance, checking and inspection of wood biomass systems and their flues. The Region does not publish the consolidated text of the regulation on the dedicated page, so it has not been read. Ask the CRITER portal of the Emilia-Romagna Region or the municipality.

It serves to say how much a rule actually weighs — a replacement obligation costs differently where heating runs eight months a year. It is NOT comparable with the degree days of Presidential Decree 412/1993 on Italian municipality pages: those are set by decree on a 20 °C base and never updated, these are computed on an 18 °C base with a 15 °C threshold.
